Something like that would actually cut down on how insane the Warhound/Reaver version could potentially be (more likely the Reaver one, if it's just flat Draining). Obviously it wouldn't have that, but the mainline 40k Weapons used to have a rule called something like Targeting Calibration, which limited how much you could fire them after moving. I think the most likely way to avoid that would be to give it some other downside rule, a la Taxing on the Warlord Sinister.
